Today, as the head of the ministry, he can be a good decision-maker and help the mining sector to flourish as much as possible by providing expert solutions. The university professor continued: "In practice, there are institutions that inherently prevent any mining operations." From their point of view, mining means the destruction of the environment, the structure of the earth and the vegetation and living things that live in the mining area.

Asadi said that it is true that problems arise naturally for the mining region, noting that the problem should be solved with the help of smart mining and focusing on the concepts of sustainable development. Rehabilitation of mines and restoration of nature to pre-mining status are among the issues that are considered in sustainable development and miners should also consider it.

The head of the Gilan Mining House continued: "When the mining exploitation license is issued by the ministry to the miners, unfortunately the miner faces obstacles to natural resources and the environment at the same stage of implementation." Because natural resources are among the organizations that are themselves judicial officers, they can easily suspend exploitation licenses issued by the ministry and make solving the mining problem conditional on thousands of tortuous paths.

He stressed: "In this way, the necessary security for investors in the field of mining has been questioned and the acceptance of mining in the country has decreased."

Asadi suggested as a proposed solution: A ministry should be established called the Ministry of Natural Resources, which should include departments such as the environment, natural resources and mines. As a result, when the investor applies to this ministry and receives a mining license, it will resolve its environmental disputes once and for all.

He added: "In this way, with the formation of this ministry, the problem of minerals with the environment will be solved."

The university professor further mentioned the problem of other miners with the environment and said: the scale of mining exploitation license is, for example, two hundred hectares, but the law states that the miner is obliged to work in an area where the environment and natural resources agree. As a result, most natural resources, for example, agree to work on three acres. This issue is very acute in the northern provinces, and we expect the ministry and the government to come in to solve it.

Asadi clarified: in the three hectares that are given to the miner, what method can be implemented and how can the mining activity be started! When mining is concentrated in a limited area, the miner abandons all mining engineering laws and selectively begins to extract the richest portion of the mineral, resulting in the loss of many minerals.

He stressed: "This issue has completely questioned the security of investment in the field of mining, and in practice, the miner will not be interested in long-term investment because he is not sure whether the mine can be developed or not."

The head of Gilan Mining House said about other problems of this organization: the Natural Resources Organization assigns a part of the mining field which is defined in the exploitation license in the form of agriculture and animal husbandry plan to other parts; As a result, the various projects of this organization have interfered with the development of the mine and in practice increase the mining problems.

Asadi stressed that an independent ministry is needed to resolve the conflict between natural resources and the environment once and for all.
