Today, the role of the mines in Markazi province in the national economy is not hidden from anyone, but strengthening this sector requires the realization of the slogan of the year by the officials so that the course of hope of the miners is not cut off.

According to the International Iranian Stone Exhibition, the mining sector is one of the most important paths in achieving sustainable development. One of the most important and basic foundations of any country's economy is its mineral resources and underground reserves. The role of mines and resources in economic growth is undeniable, and without a doubt, the exploitation of the country's mines is a very positive and important factor in economic growth and development; Markazi province with 380 mines and more than 42 types of minerals identified and actual facilities for mining tungsten, tin and molybdenum, gold, copper, andalusite, black marble, granite, precious and ornamental minerals including turquoise, chrysocula, jasir, azurite and malachite , Opal, quartz crystal, arpiman (sulfur arsenic), bentonite and calcite in recent years due to the problems of sanctions against miners, and on the other hand, the laws of this field instead of facilitating the work of people active in this field It has led to obstacles and closed some mines.

Last year, an amendment to the mining laws was introduced by the Mining Committee of the Eleventh Majlis. Following this issue, last year the head of the Iranian Mining House in an analytical letter to the head of the Parliamentary Committee on Industries and Mines, criticized the materials raised in the amendment to the Mining Law and wrote: By approving the proposed items in this amendment, irreparable damage to the country's mining economy It will enter the private and public sectors.

In a letter addressed to the Speaker of the Islamic Consultative Assembly regarding the decision regarding the plan to amend the articles of the Mining Law, the head of the Iran Mining House emphasized: "The approval of this plan is in clear contradiction with the security of investment in the mining and mining industries."

Ali Akbar Karimi, the representative of the people of Arak, Khondab and Komijan in the parliament, said: "There are very good capacities in the Industries and Mines Commission of the parliament in order to follow the issues and problems of production and industrial units and follow a solution to fulfill the slogan of production leap in the country."

He added: "There are very large capacities in the production and industrial sectors of Markazi province, and the Industries and Mines Commission of the parliament dedicated its first trip to Markazi province." We hope that these visits will pave the way for solving the problems of production units and realizing the slogan of production leap, and that the capacities of these sectors will be used.

Earlier, Seyed Ali Aghazadeh, the central governor, said in the meeting of the resistance economy of Markazi province, referring to the diversity of the mining sector in Markazi province: "Markazi province is one of the top 5 provinces. If we want the mines to be what the Supreme Leader wants Note more.

He reminded: the Supreme Leader and also the members of parliament emphasize that the activity in the mine should replace the oil revenues and therefore we should be more active in this sector and make more efforts to invest in the private sector.

Island look aside

He added: "We must put aside the island and system view in order to reach the horizon that the Supreme Leader intends, and this issue must be on the agenda of the parliament and specialized commissions."

Considering the problems that have occurred for the miners of Markazi province in recent years, especially in the matter of export, it is expected that this year, considering the naming of this year by the Supreme Leader of the Revolution as production, support and obstacles, the 11th parliament will solve Consider the necessary measures and the officials should work hard to fulfill the slogan of the year and not just chant slogans, because all economic actors, in a situation where they should be more active in export and production than before, face obstacles and directives that give the opportunity to work. He stands by them and at this critical moment in all departments are waiting for the real action of the officials and facilitating their business process. The pulse of the economy cannot be pulsed until the obstacles in the laws and directives are removed.

The head of the Mining and Mineral Industries Commission of Arak Chamber of Commerce, Industries, Mines and Agriculture stated: Markazi province is known as a mineral province due to its various mines and the potential of minerals and mineral ores, and according to this capacity, the field of capital attraction should be attracted. Transition, but unfortunately there are problems in this area that need to be addressed.

Mohammad Hossein Heidari added: "One of the important issues that industry and mining, especially mining and mineral industries, are involved in these days is the issue of environment and natural resources." If the mine is supported by various devices such as the environment, natural resources, etc., it can prosper and generate production, employment, currency, and investment.

Pay attention to the rehabilitation of inactive small mines

He added: "The goal of the provincial mining council is to help the existing potentials and the activity of the mining clinic, which consists of the mining engineering system, mining house, Samat organization and Arak University of Technology, while carefully examining the condition of mines, grading and diagnostics of closed mines." Revive and launch them in the province.

The head of the Mining and Mining Industries Commission of the Arak Chamber of Commerce, Industries, Mines and Agriculture said: "Reviving these mines and utilizing the capacities of this sector means increasing productivity."

Lack of a suitable market for mines / the need to support investors

Heidari said: "The biggest problem in the mines debate is the lack of a proper market, which has reduced mining activities, and despite the high cost of mining, the government should help the miners instead of putting pressure on them so that we do not face mine closures." The government, the private sector and the Council of Mines need to address these issues. Investors in this sector should be given special support so that the cycles of the economy in the field of industry and mining are still smooth.

He said: Nearly one hundred billion tomans of government salaries for mines in this province have been transferred to the government treasury, and in order to improve the situation and develop the economic activities of the mines, part of this amount should be returned through the Samat Organization and the central governorate.

The head of the Mining and Mining Industries Commission of the Arak Chamber of Commerce, Industries, Mines and Agriculture, referring to the problems of the mining laws, said: "These laws must provide conditions in order to attract investment in this field, so we need to amend the laws in this field."

Heidari stated: more employees and experts should be hired in the mining departments of Markazi province. We announced the readiness of the engineering system and the clinic of mines to solve this area, but the laws are governing and need to be reviewed. Meanwhile, in Qom province, the number of employees in the Mines Department is not comparable to Markazi province.

Heidari added: "Many miners spend a lot of time obtaining permits and inquiring, and face a waste of time that has caused their dissatisfaction, and MPs are asked to follow up on these issues."

Worn machines / reduced export power

He said: "In the mining sector, the machines are worn out and do not have a good efficiency for production, which increases the cost price and reduces the competition as well as the export power." In the field of decorative stone extraction, with the help of Hepco, the depreciation of these machines, which are very high, can be controlled by providing parts.

Heidari said: "Currently, due to the problems of sanctions, conditions must be provided to attract foreign investment, because the markets of neighboring countries are in dire need of minerals, and conditions must be provided to make exports more active in this area."

A member of the board of directors of the Markazi Province Mining House stated: The main concerns of the miners of Markazi Province are the supply of parts, high costs, the lack of an official invoice to submit to the tax administration, the import of counterfeit goods with brands of well-known companies, The organization is silent.

Abolfazl Ismaili said: "Sometimes low-grade porcelain is marketed under the Italian, Japanese and German brands, and miners use these parts in their machinery, which is often associated with high maintenance costs for him." It makes work impossible for him.

He added: "Unfortunately, in the last few years, due to the problems caused by the embargo, bruzi machines have not entered the mining sector and are often worn out, and maintenance costs and high fuel consumption are among the problems of miners."

There is no strict monitoring of the import of mining machinery into the country

The miner said: The volume of spare parts for machinery that enters the market is not in the form of a small package, but in all of Iran, the number of machines, the number of parts, why is it smuggled into the market that its costs make the miner incapable? These cases should be investigated and we do not know how this request of the miners will be communicated to the authorities. These parts are not imported separately in Tehran, but in general, and there is no supervision over the import of these parts in customs, whether they have the necessary standards in Iran or not?

He said: "On average, 70% of the costs incurred by miners for the maintenance of machinery have no official invoice and the supply of parts in the market as a broker." Vendors do not have a specific location and provide parts by phone.

Ismaili said: "Maybe from three percent to about three to four percent can receive an official invoice from an official store or authorized dealership." They are mostly traded in the market as brokers and hand in hand, and most of them are absurd items that are offered in the market with counterfeit brands. The government does not have proper supervision in this sector and has left the market.

The miner said: "We are facing a challenge in terms of price and inspection in relation to the sale of minerals."

Ismaili said: "We face challenges when selling minerals to government agencies and organizations due to their lack of liquidity." At present, most contractors working in the sand and cement sector receive bonds, and the contractor is unable to pay for the mineral purchased out of pocket, and bonds have been on the market for several years.

He pointed out that the Tax Affairs Organization was not justified in receiving exorbitant taxes from the mining sector and said: "The mining sector is facing difficulties in receiving value added, so it has to pay 9% of its income in the form of value added to the Tax Administration." .

The issuance of hourly creation directives is a permanent obstacle for miners

A member of the board of directors of the Mining House of Markazi Province stated: Due to the sanctions, the export of minerals and decorative stones is also facing problems, and basic planning must be done to get out of this problem. The government should support the exploiters in this regard, but most of the measures have taken the form of manual braking, and with the issuance of directives and instructions that exist within the framework of the law, the law enforcer and the expert himself will be confused.

It was in March of last year that the head of the Industry, Mining and Trade Organization of Markazi Province said: 1,290 billion rials were invested in the mines of the province by the private sector this year.

213 job opportunities resulting from investment in the mines of Markazi province

Saeed Jafari Karhroudi added: "Investing in the province's mines has led to more than 213 job opportunities in this field."

He stated: 26 exploration licenses, 41 discovery certificates and 40 mining exploitation licenses have been issued in different parts of Markazi province this year.

He pointed out: 1,529 billion rials of government salaries for mines in this province were received last year and deposited in the state treasury according to the law, 15% of which will be returned to the province to develop the activities of this economic field.

Jafari Karrhroudi announced the definite mineral reserves of Markazi province as 10 million and 940 thousand tons and said: there are facilities for extracting many of these minerals in the province.

Mines are the ring of production of the country

The representative of the people of Arak, Khondab and Komijan in the Islamic Consultative Assembly said in an interview with Mehr: Mines are one of the most important economic sectors of the country that has received less attention in recent years, while mining is the first production ring in many Materials and metals can be considered as the basis for the formation of a production chain in the country.

Ali Akbar Karimi stated: Due to the vast capacities in the mining sector, less attention has been paid to the development of this sector.

He said: "Unfortunately, in the mining sector, minerals are extracted in raw form and in the worst possible condition and exported in raw form, while minerals can be processed and bring a lot of added value to the country, such as processing building stones, materials." Minerals related to metals that are currently exported raw from the country.

The representative of the people of Arak, Khondab and Komijan in the parliament regarding the methods and equipment for extracting minerals in the mines said: The mines in this area should be equipped and strengthened and a special possibility should be considered for the development of the mining sector.

Review of the mining law on the agenda of the Parliamentary Committee on Mines

Karimi added: "We are facing problems in the laws and regulations governing mining activities. The Mining Law, as the most important law governing mining activities, has been accompanied by problems. This year, the issue of revising the mining law is on the agenda of the Parliamentary Industries and Mines Commission." And this week, this discussion will be followed and we hope that by reviewing the laws and regulations of the parliament and following up with the executive officials, the obstacles facing the mining sector will be removed so that we can witness the growth and prosperity of this sector more than before. To be placed.

He said: "After the members of the Parliamentary Committee on Industries and Mines visited the industries and mines of Markazi province, the issue of reviewing this year's budget was immediately put on the agenda of the parliament, so that we were studying this issue until the end of the year." The members of the commission were not provided, but in the coming days, we will have a meeting to summarize the trip and follow up on the decisions and results of the visits in the parliament, and the necessary decisions will be made regarding the mines.

According to the report, the mining sector, like other economic and production levels, faces challenges, and a significant portion of the damage done to the mining sector is the result of foreign sanctions, self-sanctions due to mismanagement and lack of smart planning; Private sector activists have always issued serious warnings about economic issues in various sectors, but officials are still unaware of this issue and have not properly addressed the issues raised by the private sector, and unfortunately these issues affect the current economic situation in the country. It has been effective and it remains to be seen when the authorities will take serious steps to make smart plans!
