He added: "Since this document is not an action plan and is a comprehensive cooperation plan, it only sets out the generalities and its long-term nature does not create a problem." But when we define projects in different areas such as oil, industry, mining and trade, with the support of this program, it will be implemented in the short or medium term.

The head of the Trade Development Organization stated that one of the goals of this document is to attract foreign investment, adding that attracting foreign investment is an important turning point in the development plan of countries; Because domestic capital is not always sufficient for development. This is also seen in the personal planning of businessmen and companies, so that their planning is not only based on their own capital and assets, but also tries to finance from other sources and add to their potential so that they can carry out their plans. Therefore, for development programs, one should think about attracting foreign investments.

Zadboom stated: ‌ Therefore, one of the issues addressed in this document in the medium term is attracting foreign investment for large investments in projects such as refineries, petrochemicals, free zones, clean energy, subway lines, mining industries, etc. Because the subject of long-term and medium-term projects is designed, one of the important issues in medium-term projects is the issue of investment.

Zadboom added: "Therefore, a balanced view of economic and international cooperation can lead to a more balanced atmosphere for Iran's economic cooperation with all countries."

He added: "I think, with the exception of the occupying regime in Jerusalem and those who imposed sanctions on us, if Iran can expand its economic and trade cooperation with other countries to the extent that it benefits the country's economy, this issue will be part of policymakers' plans."
