Unfortunately, we are currently witnessing some inconsistencies in the three areas of the Ministry of Industry, Mines and Trade, the Imidro Development Organization, and the Geology and Mineral Exploration Organization. These institutions, as the foundations of the country's mining sector, must be united with each other and prevent any dispersal in comments and decisions in the mining sector.

According to the International Iranian Stone Exhibition, today we see many problems in the management of the mining sector. For example, structurally, there are some inconsistencies, especially between sections that must be interconnected. Policy-making in the mining sector, which is the responsibility of the Ministry of Industry, Mines and Trade, and implementation, including exploration, of which the country's geological organizations are part, and development sectors such as Imidro, do not all have the necessary correlation in some cases. In the mining sector of the country.

The tasks of all mining sectors are written in the mine roadmap, but their implementation depends on being able to implement that structure in the executive, regulatory and government sectors for the next 5 years. In this regard, based on my experience, I think that the government should provide the ground for the establishment of the Ministry of Mines and Mining Industries for the next 5 years; That is, the structure of mining and mining industries is separated from the industry, mining and trade sector, and the Ministry of Industry and Trade acts as a policy-maker in the industry and trade sector, and the process and policy-making of the mining and mining industries continue separately. This is an important event that must happen in the next 5 years to reduce the problems of the mining sector today.

The next important issue is the unnecessary dispersion of some institutions and organizations; This means that it is not necessary for every city and province to have an institution called the Imidro Development Organization and to reduce the centrality of the Imidro organization. For example, the Ministry of Petroleum has a central base and no branches in different provinces to increase the workload of the government, because the existence of multiple branches in terms of allocation of space and construction, financial resources and employment of labor has doubled the burden on the government and caused disruption. Becomes part. Institutions related to the mining sector can also be concentrated, such as the Ministry of Oil, and at the same time all its parts, including exploration, exploitation, processing and mining industries, can be organized in this part.

In the general structure of the mining area, there is a council called the Provincial Mines Council, which carries out some capacity assessment and activities related to the mines of each province and is mainly concentrated. But other institutions, including Imidro and the Ministry of Industry, Mines and Trade, do not have to be present in all provinces and have separate activities or decisions. It should also be noted that because the task of planning and delegating some actions is the responsibility of the private sector, no government development organization needs to have branches in the provinces.

Unfortunately, we are currently witnessing some inconsistencies in the three areas of the Ministry of Industry, Mines and Trade, the Imidro Development Organization, and the Geological Survey and Mineral Exploration Organization. These institutions, as the foundations of the country's mining sector, must be united with each other and prevent any dispersal in comments and decisions in the mining sector. These inconsistencies can be seen in all mineral sectors, including the issuance of licenses and the issuance of directives. In the field of exploration, there are inconsistencies in the field of credits and the manner of transfers and the manner of holding to the relevant policies, value chain, Article 144 and the importance of deprived areas, the entry of the private sector, the role of governance, etc. All these issues need separate organization Are of special interest.

It has recently been established that the position of Deputy Mining Minister in the Ministry of Industry, Mines and Trade will be considered for the coordination of all mining sectors, but this coordination has not been established and this decision will remain ineffective. Coordination and alliance between the mining sectors of the country will not be formed until the mining sector is separated from industry and trade and the minister specific to this field specifically organizes this sector.
